Transparency in Coverage

In October 2020, the U.S. Departments of Health and Human Services (HHS), Labor and Treasury issued the groundbreaking “Transparency in Coverage” (TiC) Final Rule requiring group health plan sponsors to disclose extensive health care price and cost-sharing information. The Transparency in Coverage rules will be implemented in phases, over the course of about three years, beginning with the public posting of pricing data (known as the “machine-readable files” or “MRFs”) effective July 1, 2022, and progressing to a more personalized transparency experience for plan members.

Below is a link, provided by Cigna, that leads to the machine-readable files that are made available in response to the federal Transparency in Coverage Rule and includes negotiated service rates and out-of-network allowed amounts between health plans and healthcare providers. The machine-readable files are formatted to allow researchers, regulators, and application developers to more easily access and analyze data.
